Now it’s possible: how to get Ukrainian documents abroad for men of military age

The Ministry of Foreign Affairs’ order to Ukrainian consulates and embassies regarding the temporary suspension of services to men of draft age lasted only three weeks. Restrictions were introduced at the end of April. From May 18, consular services are available again. However, several nuances should be taken into account.

A military registration document (VOD) must now be added to the list of mandatory documents that must be provided to obtain a specific consular service.

Until the function of issuing VOD in electronic form (eVOD) is fully operational in the conscript’s electronic office, you can submit a paper document to the diplomatic office.

An alternative option

Those who do not have a paper military registration document are offered an alternative option before the start of work of eVOD – to apply for temporary consular registration or to update their consular registration data. In this case, you can get consular services even without a military ticket.

It should be noted that there are categories of citizens who do not need a VOD at all to receive the services of diplomatic agencies of Ukraine abroad. This list includes those who do not have a valid foreign passport and plan to return to Ukraine. In such cases, the consulate provides the applicant with a so-called “white passport” – an ID card for returning to Ukraine, which can be used only once.

Also, those who draw up documents for their child do not need a VOD. But this is only in cases where the second parent is a citizen of another country or a stateless person.

Also, VOD is not yet required from those who do not have a foreign passport.

“For temporary consular registration, the presence of a foreign passport is mandatory. In this case, if it is not available, the citizen must wait until June 18, when, according to the notification of the Ministry of Defense, the possibility to create an electronic military registration document will appear in the conscript’s electronic cabinet. Then the citizen will be able to apply with him to the consular office to issue a foreign passport,” the Ministry of Foreign Affairs notes.
