Повномасштабна війна принесла Україні не лише руйнування, смерть і мільйони біженців. Одним з найстрашніших злочинів цієї війни стала масова депортація українських дітей до Росії — явище, яке вже отримало визначення як воєнний злочин та геноцид українського народу. З перших місяців вторгнення російські окупанти почали системно вивозити дітей із тимчасово окупованих територій України. Дітей забирали з дитячих будинків, з родин, з інтернатів — під приводом “евакуації”, “порятунку” чи “усиновлення”. За офіційними даними, Росія депортувала десятки тисяч українських дітей, і більшість із них досі перебуває на території країни-агресора. Особливо кричущою є ситуація з сиротами. Діти, які ще до війни втратили родину, стали легкою здобиччю для російської машини примусової “росіянізації”. У них не було поруч батьків чи родичів, які могли б боротися за їх повернення. Саме сироти стали першими, кого Росія масово “переписувала”, видавала нові документи та передавала на усиновлення російським родинам. Це грубе порушення всіх міжнародних конвенцій про права дитини та основоположних норм міжнародного права. Президент України Володимир Зеленський під час онлайн-брифінгу 20 березня ще раз наголосив, що питання повернення викрадених Росією дітей є одним із найпріоритетніших для нашої держави. Він прямо заявив — Україна боротиметься за кожну дитину, незалежно від того, де вона зараз перебуває, і хто її шукає. “Я думаю, там, де у нас є близькі, рідні, максимально всі, там у нас є не тільки права, а й можливість повернути дітей. Ми будемо боротися за всіх дітей. Думаю, що нам буде складно з сиротами. Ми повинні всіх повертати”, — наголосив Володимир Зеленський. Він підкреслив, що Росія навряд чи піде на конструктивні кроки в цьому питанні. Кремль навмисно затягує процес, не демонструє жодної доброї волі і фактично намагається зробити повернення дітей неможливим. Саме тому Україна продовжує докладати всіх зусиль на дипломатичному та міжнародному рівнях, залучаючи західних партнерів і міжнародні організації до боротьби за своїх дітей. “Зрозуміло, що діти повинні повернутися. Є складність — ми дітей не міняємо ні на кого. Доброї волі від Росії (у цьому питанні) не думаю, що ми дочекаємося”, — заявив президент. На сьогодні Україна вже має певні успіхи в цій боротьбі. З Росії вдалося повернути 1037 незаконно вивезених українських дітей, з них понад 450 — тільки у 2024 році. Проте це крапля в морі порівняно з тим, скільки дітей залишаються під контролем Росії або вже були передані на “усиновлення” російським родинам. Однією з особливих проблем є саме питання депортованих сиріт. За словами Зеленського, ситуація з їхнім поверненням буде найважчою. Адже немає родичів чи батьків, які могли б офіційно виступити стороною у процесі повернення. Росія цим активно користується — змінює дітям громадянство, імена, дату народження, намагається стерти будь-які сліди українського походження. Водночас Україна не збирається здаватися. У держави є чітке бачення: кожна дитина, незалежно від статусу, повинна бути повернута додому. Сироти мають право на захист держави так само, як і діти, яких шукають рідні. Президент окремо підкреслив — ніяких обмінів, спекуляцій чи компромісів із Росією на цій темі не буде. Діти — не предмет торгу. Повернення викрадених українських дітей — моральний і правовий обов’язок не лише України, а й усього цивілізованого світу. “Ми повинні всіх повертати”, — ці слова Зеленського стали чітким сигналом: боротьба триватиме до останньої дитини. Ситуація з сиротами сьогодні є найгострішою. Держава фактично має боротися за дітей, які не мають за плечима родинного захисту. Це особливий виклик, адже російська влада, порушуючи міжнародне право, намагається зробити все, щоб ці діти ніколи більше не повернулися додому. Для цього застосовують усиновлення, переписування особових справ, зміни імен і прізвищ. Проте Україна вже заявила офіційно: жодна дитина не буде забута. І боротьба за кожного маленького українця триватиме до переможного кінця — повернення додому.
A full-scale war brought Ukraine not only destruction, death and millions of refugees. One of the most terrible crimes of this war was the mass deportation of Ukrainian children to Russia — a phenomenon that has already been defined as a war crime and genocide of the Ukrainian people. From the first months of the invasion, the Russian occupiers began systematically removing children from the temporarily occupied territories of Ukraine. Children were taken from orphanages, families, boarding schools under the pretext of “evacuation”, “rescue” or “adoption”. According to official data, Russia deported tens of thousands of Ukrainian children, and most of them are still in the territory of the aggressor country.
The situation with orphans is particularly striking. Children who lost their families even before the war became easy prey for the Russian machine of forced “Russianization”. They had no parents or relatives nearby who could fight for their return. It was the orphans who became the first to be “rewritten” by Russia en masse, issued new documents and handed over for adoption to Russian families. This is a gross violation of all international conventions on the rights of the child and fundamental norms of international law.
President of Ukraine Volodymyr Zelensky during online briefing On March 20, he once again emphasized that the issue of the return of children abducted by Russia is one of the highest priorities for our state. He directly stated that Ukraine will fight for every child, regardless of where they are now and who is looking for them.
“I think that where we have loved ones, relatives, as much as possible, everyone, there we have not only rights, but also the opportunity to return children. We will fight for all children. I think it will be difficult for us with orphans. We must return them all.” Volodymyr Zelenskyi emphasized.
He emphasized that Russia is unlikely to take constructive steps in this matter. The Kremlin is deliberately delaying the process, showing no goodwill and actually trying to make the return of the children impossible. That is why Ukraine continues to make every effort at the diplomatic and international levels, involving Western partners and international organizations in the fight for its children.
“It is clear that the children must return. There is a difficulty – we do not exchange children for anyone. I don’t think we will wait for goodwill from Russia (in this matter).” – said the president.
Today, Ukraine has already achieved certain successes in this struggle. It was possible to return 1,037 illegally deported Ukrainian children from Russia, more than 450 of them in 2024 alone. However, this is a drop in the ocean compared to how many children remain under Russian control or have already been given up for “adoption” to Russian families.
One of the special problems is the issue of deported orphans. According to Zelenskyi, the situation with their return will be the most difficult. After all, there are no relatives or parents who could officially take part in the return process. Russia actively uses this — changes children’s citizenship, names, date of birth, tries to erase any traces of Ukrainian origin.
At the same time, Ukraine is not going to give up. The state has a clear vision: every child, regardless of status, must be returned home. Orphans have the same right to state protection as children who are wanted by their relatives.
The President separately emphasized that there will be no exchanges, speculations or compromises with Russia on this topic. Children are not negotiable. The return of abducted Ukrainian children is a moral and legal obligation not only of Ukraine, but also of the entire civilized world.
“We have to bring everyone back,” — these words of Zelensky became a clear signal: the struggle will continue until the last child.
The situation with orphans is the most acute today. The state actually has to fight for children who do not have family protection. This is a special challenge, because the Russian authorities, in violation of international law, are trying to do everything to ensure that these children never return home. Adoption, rewriting personal files, and changing names and surnames are used for this purpose. However, Ukraine has already officially declared: no child will be forgotten. And the struggle for every little Ukrainian will continue until the victorious end — returning home.
