The average salary of civil servants exceeded 55 thousand: which departments are in the lead

The Ministry of Finance of Ukraine has published updated data on the average salary and the number of employees of state bodies, local administrations and judicial authorities. As of August 2024, the average salary in the public sector was 55.8 thousand hryvnias per month, which is 44.6% more than at the beginning of the year, when this indicator was equal to 38.6 thousand hryvnias. The increase in salaries of civil servants significantly exceeds the average level of wages in the country. For comparison, in the second quarter of 2024, the average salary of full-time employees in Ukraine was 21,000 hryvnias before taxes.

Leaders in terms of salaries in the public sector

According to the data of the Ministry of Finance, the highest salaries are received by employees of the National Commission for State Regulation in the Energy and Utilities Sectors (NKREKP). The average level of their salary is 111.9 thousand hryvnias, and the management receives up to 223.6 thousand hryvnias per month. The National Commission has 531 employees.

In second place in terms of salaries is the Antimonopoly Committee of Ukraine, where the average salary reaches 97 thousand hryvnias. The total number of employees of this institution is 262 people, and the management receives 191.2 thousand hryvnias.

The Secretariat of the Cabinet of Ministers ranks third in terms of salary — the average salary there is 71.5 thousand hryvnias. The Secretariat employs 682 people, and the management’s salary is 121.8 thousand hryvnias.

If we consider the salaries of managers, the rating by the level of payments looks as follows:

• National Agency for Civil Service — UAH 227.8 thousand.
• National commission in the fields of energy and communal services — UAH 223.6 thousand.
• National Service Service of Ukraine — 216.9 thousand UAH.
• Accounting Chamber — UAH 206.5 thousand.
• The Pension Fund of Ukraine — 165.2 thousand UAH (for August 2024).
• National Agency for the Prevention of Corruption — UAH 186.7 thousand.

The Ministry of Finance notes that the total amount of wages includes various payments, including vacation pay. This can lead to certain fluctuations in the amount of salaries from month to month.

As of January 1, 2024, 169,000 people worked in 108 state authorities. During 2023, the number of employees of state institutions decreased by 6.8 thousand people.
