The Cabinet of Ministers approved the Budget Declaration for 2026-2028

The Cabinet of Ministers of Ukraine approved the Budget Declaration for 2026-2028 — a strategic document that defines the key parameters of budget policy for the medium term. About this informs press service of the Ministry of Finance.
The purpose of the declaration is to ensure the stability and predictability of the state financial policy, as well as effective management of limited budget resources, taking into account the main state priorities and the European integration course of Ukraine.
The document was prepared in cooperation with the main managers of budget funds and with the participation of the International Monetary Fund, based on the strategic orientations of the country’s development. The declaration will become the basis for the formation of the State Budget project for 2026. The document contains the main indicators of income and budget financing, the maximum amount of expenditures, as well as guidelines for the size of the minimum wage, living wage and other state policy goals.
The budget declaration for 2026-2028 envisages two possible scenarios for the development of events starting from 2026. One of them considers the improvement of the security situation, based on the macro forecasts of the Ministry of Economy. The other assumes the continuation of full-scale aggression by Russia, in which case security and defense spending will remain at least at the level of 2025 (taking into account changes to the budget). Which scenario will be chosen as a baseline will be determined during the preparation of the budget for 2026.
This approach allows the government to respond to the changing security situation while remaining committed to its obligations to international partners. Regardless of further developments, spending on defense and security will remain the top priority of the state budget. The next stage will be the submission of the Budget Declaration for 2026-2028 to the Verkhovna Rada of Ukraine for consideration.
