The government has changed the conditions of mobilization for conscripts who take care of the sick and disabled

The Ministry of Social Policy has developed a new resolution that amends the Procedure for conscripting citizens into military service during mobilization in a special period. These changes designed to simplify the procedure for obtaining a deferment for persons who care for or support relatives.

The main changes include:

  • Delineation of care and maintenance categories: from now on, documents confirming care for relatives and documents confirming maintenance will be considered separately for obtaining a deferral.
  • Simplification of the procedure for conscripts: Caregivers of sick wives, husbands, children or parents are no longer required to provide evidence of the absence of other able-bodied family members or their inability to provide care. This requirement was kept only for those who take care of the wife’s sick parents.
  • Changes for carers of parents with disabilities: conscripts who have parents with disabilities of group I or II no longer have to additionally establish the fact of providing care. They automatically have the right to deferment, because according to Ukrainian legislation, adult children are obliged to support their parents who are unable to work.
  • A new mechanism for obtaining a permanent care certificate: a conscript should no longer apply to the TCC and SP to draw up an act establishing the fact of care. Instead, the act can be obtained by submitting an application to local self-government bodies or district state administrations. The review of the application will last up to 10 calendar days.
  • Changes in the act on permanent care: for persons who already receive an allowance or compensation for care, it is no longer necessary to draw up an act establishing the fact of care. It is enough to present the relevant documents to the TCC and JV. The requirement to confirm the absence of other family members who could provide care has also been removed.

These changes should simplify the procedure for obtaining a deferment for conscripts who care for relatives and improve the efficiency of the relevant authorities.
