The government has expanded employment opportunities for people with disabilities

The Cabinet of Ministers of Ukraine has expanded opportunities for employment of people with disabilities. Among the key changes is the improvement of the mechanism of payment of administrative and economic sanctions for non-compliance with the regulations regarding workplaces for persons with disabilities. About this informs press service of the Ministry of Social Policy of Ukraine.

The government adopted a regulation that allows fines paid by employers to be used to create jobs for people with disabilities and support the inclusive development of the labor market.

“This will make the system of sanctions not only a tool of control, but also a resource for the development of an inclusive labor market. Every hryvnia from the fine should be used to create new opportunities — both for people with disabilities and for employers who are ready to implement inclusive practices.” — explained Deputy Minister of Social Policy of Ukraine Volodymyr Vasylenko.

The resolution, initiated by the Ministry of Social Policy and adopted by the Cabinet of Ministers, provides for the optimization of the procedure for calculating administrative and economic sanctions. In case of data changes in the State Register of Social Insurance, the Fund for Social Protection of Persons with Disabilities automatically recalculates the fine and sends the revised calculation by June 10. This simplifies the process and prevents misunderstandings with employers.

Funds from the payment of sanctions can now be directed to the technical re-equipment of workplaces — for example, the purchase of special furniture and equipment, the creation of new workplaces for people with disabilities, and the development of adapted training materials.

The implementation of innovations should ensure greater transparency and efficiency of the state policy on supporting the employment of people with disabilities. From 2026, new rules in this area will be introduced in Ukraine, which, in accordance with the adopted law, will provide employers with a choice: to hire an employee with a disability and adapt his workplace, or to pay a targeted contribution to the Social Security Fund.
