The “Home Front Operator” signed the first contract for food for the military under a new scheme

State enterprise “State rear operator” (DOT) of the Ministry of Defense concluded the first agreement with “Yut Company” LLC to supply the Armed Forces with food products under the new scheme. The value of the contract is 1.43 billion hryvnias.
This contract is part of a pilot project, which provides for the supply of products for the military in Kyiv and the Kyiv region until July 2025. Previously, the Ministry of Defense ordered both the products themselves and their delivery from the same company, which could contribute to the supply of low-quality goods due to collusion with responsible persons in the military units.
The new scheme involves a different approach. “Operator tilu” conducts separate tenders for different groups of goods: vegetables and fruits, sausages, meat, dairy products, fish, groceries, eggs, bread. Manufacturers and specialized suppliers of certain products participate in these tenders, among which contractors will be selected in the coming days.
The winner of the “logistics” bidding, the company “Yut Company”, will be responsible for the delivery of the purchased products together with its own goods, which for some reason could not be contracted. The logistics contractor will receive payment in the form of a “service component” in the amount of UAH 22.29 per product unit.
The DOT representative Halyna Litosh explained that these 22 hryvnias are not a fee for 1 kg of products, but for a set weighing approximately 2.35 kg, i.e. approximately 10 hryvnias per kilogram. This is twice as much as the “Novaya poshta” tariff, which is UAH 5/kg.
According to her, this difference is due to the fact that the “service component” includes not only delivery, but also additional services that are not available at “Novaya Poshta”: storage of products in warehouses with three temperature regimes (-18°C, 0 – +5°C, dry storage), order picking for military units, packaging in non-returnable containers, transportation by various modes of transport to more than 120 reception points, as well as documentation support and financial settlements with producers.
