Ukraine is preparing for the implementation of video monitoring and identification of citizens

Despite the restrictions during martial law, when drivers cannot use video recorders, people’s deputies plan to introduce a large-scale video surveillance system for citizens. The Verkhovna Rada will return to consideration in the near future draft law No. 11031, which was registered in February 2024 by deputies from the Servant of the People faction, including Vyacheslav Medyanik, Maksym Pavlyuk, Serhiy Kuzminykh, Oleksandr Bakumov and others.

This draft law is called “On a unified system of video monitoring of the state of public security” and provides for the creation of a system that will be able to identify citizens based on biometric data, such as name, date of birth, registered place of residence, digitized facial image, as well as the registration number of the registration card taxpayer.

One of the important aspects of the draft law is the ability to track cars, which can become an effective tool for finding people who evade mobilization, limiting their right to drive vehicles.

The head of the Law Enforcement Committee, Serhii Ionushas, ​​noted that during a working meeting with the Minister of Internal Affairs, Ihor Klymenko, the practical significance of this draft law was discussed. According to him, the video monitoring system will help to build clear functional and technical standards for public security control at the central, regional and local levels.

According to the project, the objects of video monitoring will be:

  • natural persons and vehicles,
  • public places,
  • public areas, as well as buildings and premises of educational and health care institutions.

Identification of individuals will be based on data such as name, date of birth, place of residence, digitized facial image and taxpayer registration number. Identification of vehicles will be carried out based on information about the make, model, color, year of manufacture, license plate and car owner.

This system aims to provide more effective control over public safety and increase the level of protection of the population against crimes and other threats.
