The Ministry of Culture launches the electronic Register of the basic network of cultural institutions

Ministry of Culture and Strategic Communications of Ukraine reported on the launch of the electronic Register of the basic network of cultural institutions — a digital platform that, for the first time, systematizes all cultural institutions of the country in a single electronic system.

The pilot implementation will start in the Kyiv and Vinnytsia regions, after which it will be expanded to the entire territory of Ukraine. The project is implemented in accordance with the resolution of the Cabinet of Ministers of Ukraine No. 1001 of August 30, 2024.

This initiative forms a new management model in the field of culture, providing institutions with a single digital tool, the state with the opportunity to make decisions based on real data, and communities with a transparent system of orientation in the cultural space. The register makes it possible to centrally record and analyze the network of cultural institutions, provide citizens with open access to up-to-date information, form cultural policy based on transparent data, and plan the modernization of cultural infrastructure in the conditions of post-war reconstruction.

The project is part of a large-scale digital transformation of the industry aimed at ensuring transparency, efficiency and equal access to cultural services for all citizens. The system was created on the basis of the Diya.Engine state platform with the participation of the Ministry of Digital Transformation of Ukraine. The initiative is implemented within the framework of the international technical assistance program “InnoLabEU”, which is implemented by the “Eastern Europe” Foundation with the support of GIZ (German Society for International Cooperation).

Using the Diya.Engine platform made it possible to speed up development thanks to the use of low-code components. At the same time, state standardization of this solution simplifies its further support and modernization and eliminates dependence on a single developer. Specialists of the Reconstruction Support Office at the ICSK, initiated by UNESCO and financed by the Japanese government, are involved in the implementation of the project. Implementation is carried out by the Public Union “Fund for Support of Reforms in Ukraine”.
