The Ministry of Defense will create a register of unscrupulous foreign suppliers: why is it needed?

The Ministry of Defense of Ukraine has developed a new order, which provides for the creation of a list of unscrupulous foreign suppliers of defense goods, works and services. About this reported press service of the department.
This initiative is aimed at increasing the efficiency and transparency of procurement for the Armed Forces of Ukraine. The Director of the Procurement Policy Department of the Ministry of Defense, Hleb Kanevsky, explained that the new mechanism will allow better monitoring and analysis of information about foreign contractors who have not fulfilled their obligations to the Armed Forces.
The list will become an information database available to international partners on whose territory these counterparties are registered. This will contribute to the strengthening of trust between Ukraine and its international partners, as well as help to avoid cooperation with unreliable suppliers.
A foreign supplier is listed as unscrupulous if there is a court or arbitration decision against him that has entered into legal force, but was not executed voluntarily. It will be possible to exclude a company from this list only after the execution of a court or arbitration decision. This approach will ensure fairness and discipline in the performance of contractual obligations.
The problem of unfair procurement for the defense sector in Ukraine has been going on for many years. That is why the Ministry of Defense presented a new procurement agency “State rear operator (DOT)”, which was built according to international standards and NATO principles. This will increase transparency and efficiency in procurement for the Armed Forces.
From April 1, 2024, food purchases by the Ministry of Defense are carried out according to new rules, taking into account average statistical prices, with separate tenders for delivery. These measures will help optimize the procurement process and ensure high-quality and timely supply of necessary goods and services for the military.
