Reserve+ has the opportunity to apply for a deferment from mobilisation online
Starting today, the Reserve+ app now offers the possibility to apply for a deferment from mobilisation online. The updated version of the app is already available for download in the AppStore and PlayMarket.
‘Ukrainians will not have to stand in queues and collect papers to extend their deferment every three months. The TCC employees will be relieved of an additional burden. Most importantly, with the launch of online deferments, we continue to add to the ecosystem of products for people liable for military service that help them solve issues not in queues, but with a few minutes and a smartphone,’ said Deputy Minister of Defence for Digitalisation Kateryna Chernogorenko.
The service is currently available for:
- people with disabilities who have a valid pension certificate;
- students, postgraduates and doctoral students who continue their studies in stages (for example, from bachelor’s to master’s degree, and then to postgraduate studies).
We are planning to expand the functionality for parents with many children, who have three or more minor children in their marriage, as this service is currently undergoing beta testing.
The procedure for applying for an online deferral is simple: the user logs in to the Reserve+ app and submits a request. The system automatically checks the eligibility for a deferment, and if there are grounds, the status of the deferment will be displayed in the electronic military record.

People with disabilities will receive a deferral for a year or until the end of their pension certificate. Students, postgraduates and doctoral students will be granted a deferral until the end of martial law and mobilisation.
The Ministry of Defence is also working to expand the service to other categories of citizens.
‘We believe that this is just the beginning of the digitalisation of deferments. There are still many other categories of citizens with the right to deferment, and each requires a special approach. Because there is not always digital data about them. This is a challenge that requires clear cooperation between agencies and leadership. And we are pleased that this project has these components,’ said Oleksiy Dorohan, Executive Director of the BRDO’s Better Regulation Delivery Office.
This service was launched thanks to the cooperation of the Ministry of Defence with the Ministry of Education and Science, the Ministry of Social Policy, the Ministry of Justice, the Pension Fund and with the support of the EU under the DT4UA project, implemented by the Academy of Electronic Governance (Estonia) and the BRDO.
