The Ministry of Finance and the Cabinet of Ministers block the distribution of €150 million from the EU for the protection of energy facilities due to “bureaucratic obstacles”

The Ministry of Finance and the Cabinet of Ministers, using “economic obstacles”, prevent the distribution of €150 million from the EU for the protection of energy facilities, which leads to the additional blocking of the second part of the grant for the restoration of port infrastructure. “For four months now, the Ukrainian government, in particular the Ministry of Finance, has not agreed on the issue of 150 million euros from the European Commission. This is actually the blocked first tranche of funds provided for critically important projects, in particular, water supply and energy protection,” the article notes.
In connection with this position of government officials, the Restoration Agency cannot settle with the contractors, so it was forced to refuse the restoration of dozens of objects. However, it is not possible to stop the construction of some of the objects, so the contractors have to build them in debt, using their own working capital.
According to the founder of the MS Capital holding (one of the contractors) Maksym Shkil, Prime Minister of Ukraine Denys Shmyhal did not fulfill the mandate given by President Volodymyr Zelenskyi and actually stopped all funding, including for the protection of the 3rd level of energy facilities.
“It was known in advance about the shelling of the energy infrastructure, but practically nothing was done, only because of the lack of funding, all work was stopped. The result is a country without light”, – emphasized the School.
Due to the lack of approval of the resolution on the allocation of 150 million euros, the second part of the grant from the EU for 130 million euros for the restoration of the port infrastructure is blocked. At the same time, the sources do not rule out that this situation could be, allegedly, part of a political game, the purpose of which was to remove the former Minister of Infrastructure Oleksandr Kubrakov and the ex-head of the Reconstruction Agency, Mustafa Nayem.
