The Ministry of Finance approved the Procedure for the rotation of officials of customs authorities, which aims to increase the transparency and efficiency of the work of the customs service. About this reported press service of the Ministry of Finance.
“Rotation will help balance the workload on officials of customs authorities, in particular, those located at checkpoints across the state border, and reduce corruption risks”, – the Ministry of Finance explained.
According to the new rules, a customs officer can be temporarily transferred to another stationary place of work both within one customs office and to another, taking into account the level of his competence. At the same time, such transfers will take place with the consent of the employee, which will be formalized in the service contract.
According to the approved procedure, rotation is the temporary transfer of a customs officer to another position within the same category of civil service for a period of no more than three months. Such a decision is taken in order to balance the load, perform temporary tasks and ensure stable work in the area of activity of the relevant customs office.
“Such changes will contribute to flexible management of the personnel of customs authorities, quick response to operational needs. Rotation will also contribute to the reduction of corruption risks, because it will prevent the formation of stable informal ties at specific customs posts.”, – the Ministry of Finance hopes.
It is envisaged that after the completion of the rotation, the heads of customs will submit reports to the head of the State Customs Service on its results in order to ensure the transparency of the process.
We will remind you that on May 23, the Cabinet of Ministers adopted a resolution on updating the salary system for customs officers. Minister of Finance Serhii Marchenko noted that as a result of the innovations, the average salary level in the customs authorities will increase by 46%.
