The NBU has submitted for discussion the rules for using electronic trust services in open banking

The National Bank of Ukraine submitted for public discussion the draft Regulation regulating the use of electronic trust services in the open banking system. The purpose of the document is to determine the procedure for authorizing access to the accounts of users of payment services by financial institutions, reported NBU press office.

The project envisages the participation of several categories of subjects: providers of payment services for initiating payments, providing information about accounts, and servicing accounts, qualified providers of electronic trust services, as well as the National Bank itself.

The key goal of the proposed regulation is to ensure a transparent and secure model of interaction between all participants of open banking. In particular, the document outlines the mechanisms of formation, cancellation, blocking and renewal of qualified public key certificates, as well as establishes requirements for such certificates that will be used in the system.

The National Bank emphasizes that the implementation of this Regulation will be an important step for the full launch of open banking in Ukraine, as it will enable payment service providers to access user accounts in real time.

As a reminder, on May 1, the NBU also presented for discussion the draft Regulations on open banking in Ukraine, as part of preparations for the launch of the new system. Open banking should start working in Ukraine from August 1, 2025 in accordance with the Law “On Payment Services”. Last August, the Ukrainian Processing Center (UPC) announced the launch of the country’s first Open Banking platform, which opens up new opportunities for banks and payment services.
