The number of new sole proprietorships exceeded the number of closed ones for the first time in a year: YouControl.Market

In the second quarter of 2025, for the first time in the last year, a positive balance of registration of individual entrepreneurs was recorded in Ukraine. In accordance with analytics platform YouControl.Market, in the period from April to June, almost 89,400 new FOPs were registered, while about 55,000 ceased operations.

As a result, the net increase was more than 34 thousand entrepreneurs. The most actively registered FOEs were in the field of retail trade — more than 31,000 new businesses. Kyiv, Dnipropetrovsk, Lviv, Odesa, Kyiv and Kharkiv regions became the leaders among the regions — in all of them the number of open enterprises significantly exceeded the number of closed ones.

This shift in momentum is due to the recovery of state registries after a cyberattack that caused a surge in closures in the first quarter. Then, in January-March, the number of liquidated FOPs exceeded the number of new ones by more than 50,000. In contrast, in the second quarter, for every 100 new entrepreneurs, there were only 62 business terminations.

YouControl.Market analysts also noted that women remain the most active among new entrepreneurs — they account for more than 60% of registrations in the second quarter. The share of women among those who closed their businesses was lower, which indicates greater sustainability of female entrepreneurship in the current environment.

We will remind you that in the first half of 2025, more than 157,000 FOPs stopped working in Ukraine, while 137,500 new ones were opened – 20,000 less.
