The Ombudsman’s Office checked the living conditions of IDPs in Mykolaiv: the results are shocking

The Office of the Ombudsman of Ukraine checked the place of temporary residence for IDPs in Mykolaiv. This space shocked the staff of the Office of the Ombudsman: the conditions here do not resemble a safe haven for those who lost their homes due to the war. About this it is said in the message of the Ombudsman of Ukraine Dmytro Lubinets.
In the center of Mykolaiv, on the basis of the utility company “BRIZ”, there is a place of temporary stay for internally displaced persons, where more than a hundred people live, including 54 children. This facility has caused deep concern for the staff of the Office of the Ombudsman, as the conditions in it do not meet the basic criteria of safety and decent living for persons who have lost their homes due to the war.
Violations began from the moment of the visit: representatives of the Ombudsman’s Office were denied access to the building, despite the presence of official credentials and an official mandate. The deputy director of KP “BRIZ”, who later arrived at the place, could not provide any information about the operation of the institution.
During the conversation with the residents, the monitoring team found a number of serious problems. There is no shelter in the building, no evacuation signs and no action plan in the event of an air raid. The electrical wiring in the rooms and corridors remains exposed, which is especially dangerous given the large number of children. Fire safety conditions are not met – fire extinguishers are stored in private rooms, some of them do not have certification or marking.
The premises are not adapted for persons with disabilities. There are no curtains in the shared shower, which violates the residents’ right to privacy. Documentation is not maintained – there are no lists of residents, regulations, contracts or records. There are no first-aid kits, basic medical care is not available. Passages between floors are cluttered, and fire exit doors are closed.
All these violations contradict the requirements of the current legislation to ensure proper conditions for internally displaced persons. According to the results of the monitoring, response acts were drawn up, which were sent to the management of the Mykolaiv OVA, the city council, the MTP, as well as the State Consumer Service and the State Emergency Service of Ukraine in the Mykolaiv region.
“People who were forced to leave their homes because of the war have the right to decent living conditions! Especially when there are so many children among them. The detected violations must be eliminated.” Lubinets emphasized.
