The SBI has completed an investigation into the supply of low-quality first-aid kits worth more than UAH 18 million to the Armed Forces of Ukraine

Employees of the State Bureau of Investigation together with the SBU completed pre-trial investigation in the case of employees of one of the military units of the Kyiv region and three private entrepreneurs who organized the supply of low-quality individual first-aid kits for the Armed Forces for more than 18 million hryvnias.

The investigation established that in 2022, three contracts for the supply of 8,690 first-aid kits were concluded between the military unit and entrepreneurs. During May – September, the products were delivered, but they had significant defects.

According to the experts’ conclusions, the first-aid kits did not meet the standards: they lacked mandatory components, and some of the contents were of inadequate quality. The use of such products could pose a threat to the life and health of military personnel.

Officials, in particular the head of the warehouse and the head of the storage, did not ensure proper control over the quality of medical supplies. Due to the supply of low-quality products, the state suffered losses in the amount of more than 18 million hryvnias.

Businessmen are accused of fraud on a particularly large scale (Part 4 of Article 190 of the Criminal Code of Ukraine), and military officials are accused of official negligence, which led to grave consequences during martial law (Part 4 of Article 425 of the Criminal Code of Ukraine). Sanctions include imprisonment for up to 8 years. In order to ensure compensation for damages, the court seized the property of the parties involved in the case.
