The Verkhovna Rada allowed to seize the bank accounts of debtors in automatic mode

The Verkhovna Rada adopted draft law No. 9363 in the first reading, which provides for the digitization of executive proceedings and the introduction of new mechanisms, in particular, the automatic seizure of debtors’ bank accounts. About this reported press service of the Ministry of Justice of Ukraine. The draft law is aimed at modernization and digitization of key stages of executive proceedings.
Among the main innovations:
- Automated seizure of accounts. All financial institutions will be required to connect to the system for automatic seizure of debtors’ funds on bank accounts.
- Withdrawal from deposit accounts. A mechanism for withdrawing funds from deposits is being introduced.
- Integration of systems. Automatic interaction between the Unified Register of Debtors, the System of Executive Proceedings, depository records of securities and other databases is foreseen.
- Automatic arrest release. After receipt of the required amount for debt repayment, the accounts will be unblocked, and the debtor will be excluded from the Unified register of debtors.
- Automatic generation of references. The register of debtors will automatically create certificates about the presence or absence of information about the debtor.
- Renewal of executive proceedings. Information about debtors will not be duplicated in the register when proceedings are resumed.
The Ministry of Justice emphasizes that the innovations will optimize the process of executive proceedings, increase the efficiency of the execution of decisions and shorten the terms of their implementation. It is important that the implementation of these changes will not require additional costs from the state budget, but will contribute to an increase in revenues due to more effective collection of funds.
