The Verkhovna Rada registered a draft law to simplify the confirmation of ownership of TOT
The innovation provides for simplification of proof of ownership of housing registered through BTI using paper media.

Internally displaced persons often face the problem of lack of access to BTI documents regarding real estate located in temporarily occupied territories (TOTs) or war zones. About this reported in the Ministry of Reintegration.
This creates significant difficulties for receiving compensation under the program isRecovery for damaged or destroyed housing for persons whose ownership of real estate arose before 2013 and the record of which is missing in the State Register of Property Rights.
To solve this problem, a group of deputies registered draft law No. 11440. It provides for a simplified procedure for confirming ownership of housing in cases where documents were registered through BTI using paper media that are currently unavailable due to temporary occupation or destroyed as a result of hostilities.
The draft law proposes to standardize the administrative procedure and give state registrars and notaries the right to enter information into the electronic State Register of Property Rights on the basis of legal documents without the need for confirmation of information from BTI.
The issue of registering ownership of property on the TOT and the territories of hostilities due to the lack of access to BTI materials was discussed at meetings on housing for internally displaced persons chaired by Deputy Prime Minister Iryna Vereshchuk.
Iryna Vereshchuk expressed her gratitude to the People’s Deputies, the Ministry of Justice and the public sector for working on the relevant project of amendments to the legislation.
“I thank the authors of the draft law. It is extremely important to enable the affected population in a simplified manner to register their ownership of real estate, which in some places has been destroyed and is on the TOT”, – emphasized Iryna Vereshchuk.
