Ukraine may revise its tax base in 2026 due to the deficit of external financing: Hetmantsev

The revenues of the state budget of Ukraine in 2025 are formed in accordance with the planned indicators, but the situation for 2026 remains uncertain due to the existing deficit of external financing. Therefore, the tax base may be revised, stated Danylo Hetmantsev, head of the Verkhovna Rada Committee on Finance, Tax and Customs Policy.

“We are confident of receiving more than $38 billion in aid from external sources (in 2025). But 2026 is a little different. There is much more uncertainty, a gap today in external financing that cannot be covered by domestic sources.” Hetmantsev noted.

According to him, the tax base will not change in 2025.

“Regarding 2026, we will also try not to revise and will do everything to cover at the expense of other sources of income.” – he emphasized.

Hetmantsev emphasized that before discussing a possible tax increase, the state should fully realize the potential of detinization of the economy. In the current year, it is expected that tax revenues as a result of this process will reach $4 billion, which exceeds last year’s figure of $2.5 billion.

Among the additional sources of financing, the head of the committee named bonds of the domestic state loan, in particular, due to significant bank liquidity and the possibilities of local budgets. Another important factor is budgetary savings. He noted that at the beginning of the year, many budget programs were not even approved, which, in his opinion, indicates the management inefficiency of individual ministries.

“Such programs, I think, should be canceled completely, these funds should be redistributed, as well as funds from those programs that are ineffective, such as cashback, should be redistributed”, – added Hetmantsev.

We would like to remind you that on January 1, 2025, Law 4015-IX, amending the Tax Code regarding taxation under martial law, entered into force. In particular, the document provides for an increase in the rate of military levy from 1.5% to 5%.
