Ukraine received $1.4bn in concessional financing from partners in October

In October 2024, the general fund of the State Budget of Ukraine received about USD 1.4 billion in concessional external financing. Of this amount, USD 1.1 billion was provided by the International Monetary Fund (IMF), and USD 300 million was provided by the Government of Canada. This was reported by the press service of the Ministry of Finance.

The funds from the IMF came after the successful fifth review of the Extended Fund Facility (EFF) programme, during which Ukraine fulfilled all the structural conditions and fulfilled two additional obligations ahead of schedule.

The Canadian loan of approximately $300 million was provided under the fourth supplemental agreement between the governments, with a 10-year maturity at 1.5% per annum and a 4.5-year grace period.

International support is a significant contribution to maintaining the financial stability of the country under martial law. The funds raised are used to finance the priority social and humanitarian expenditures of the state budget,’ the Ministry of Finance said.

In total, in 2024, Ukraine attracted $25.9 billion in external financing, of which $6.6 billion were grants.

Since the start of the full-scale invasion, Ukraine has received more than $99.4 billion in international aid.

In addition, the World Bank’s Board of Directors has approved the creation of a special financial trust fund to support Ukraine, which will amount to at least $10 billion. The main donors will be the United States and several other countries.

The European Council also agreed to provide Ukraine with macro-financial assistance worth 35 billion euros and to create a new mechanism to facilitate the repayment of loans received from the EU and G7 partners.
