The High Qualification Commission of Judges still lacks an electronic document management system

The High Qualifications Commission of Judges still does not have an electronic document management system, so judges’ files are kept in paper format, which leads to delays in processes. Andriy Pasichnyk, the head of the VKKS, told about it interview hromadske

According to him, the maintenance of paper dossiers involves dozens of people, and previous tests of judges were also conducted on paper sheets with tasks, where candidates put marks manually.

“Our body is actually not digitized. There is no electronic document management system, everything is printed”, — noted Pasichnyk.

Despite this, he emphasized that he is working on improving the efficiency of the commission. VKKS cooperates with the parliament, and international partners help in the implementation of electronic document management.

As Pasichnyk explained, electronic dossiers of candidates have already been created and launched, but the process of transition to electronic dossiers of judges is still ongoing. In addition, VKKS already has automated access to most government registries, which significantly reduces data processing time compared to previous written requests that took months to respond to.

“That is, we have already significantly accelerated the procedure and are working on other optimization options. There are objective things that we cannot overcome. We have to do a large part of the work on qualification assessment personally and cannot delegate it.”, – added Pasichnyk.

He also noted that an increase in the number of commission members is unlikely due to the complexity of amending legislation and significant budget costs.
