Ukraine updates Export Strategy for the period until 2030

The Ministry of Economy is working on updating the Export Strategy of Ukraine until 2030, the main priority of which will be the development of the production of products with high added value and the expansion of opportunities for Ukrainian exporters. About this stated Deputy Minister of Economy — Trade Representative of Ukraine Taras Kachka during the conference “Export in conditions of war: challenges and opportunities”.
The basis of the new strategy is the “Made in Ukraine” policy, support for the processing industry, modernization of export promotion tools, and closer interaction between the state and business.
“The export strategy of Ukraine is designed to strengthen the coordination of interaction between business, government and public institutions to create favorable conditions for the development of exports. The state should perform service functions, providing manufacturers and businesses with support within the country and abroad. It is important for us to increase production and export of Ukrainian goods and services with advanced processing and higher added value. Therefore, the state policy “Made in Ukraine” has become a basic cornerstone of thinking when developing an export strategy.” Taras Kachka stressed.
By 2030, it is planned to increase the volume of exports of goods and services to 77 billion dollars per year, increase the share of exports in GDP to 33%, and reduce the share of raw materials in the export structure to 59%. For comparison, in 2024 foreign exchange earnings from exports amounted to about 51 billion dollars, and the share of exports in GDP fell from 49% in 2014 to 25% in 2023. At the same time, the export structure remains commodity-oriented.
The strategy envisages strengthening the state’s institutional capabilities in the field of export support, creating a favorable environment for conducting foreign economic activities and increasing production potential within Ukraine.
To achieve these goals, new tools will be launched and existing mechanisms will be improved, in particular, the introduction of financial support from the government, the development of the Export Credit Agency, the Office for the Development of Entrepreneurship and Export, the creation of the Export Development Fund, as well as the improvement of the effectiveness of the trade and economic representation of Ukraine abroad and the expansion of business access to educational, consulting and information services.
The implementation of the strategy will take into account the challenges of Ukraine’s post-war recovery and its gradual integration into the economic standards of the European Union. It is expected that the strategy will contribute to the modernization of the export structure, increasing the competitiveness of Ukrainian goods and services, as well as their compliance with the requirements of European markets.
