Verkhovna Rada approves reform of the Accounting Chamber

The Verkhovna Rada has adopted as a whole the draft law No. 10044-d, which provides for the reform of the Accounting Chamber. This was reported by MP Yaroslav Zheleznyak on Telegram. He noted that 240 MPs voted in favour of the bill.
According to the innovations, the work of the Accounting Chamber will be updated in accordance with the international INTOSAI standards. The law envisages a competitive selection of the Chamber members with the priority of international experts’ votes, as well as reduction of the number of members from 13 to 11.
The document expands the powers of the Accounting Chamber by granting it the right to conduct audits of local budgets, municipal enterprises, extra-budgetary funds and funds received from international donors. The Chamber will also be able to audit consolidated financial statements of the public sector and budgets.
In addition, the law obliges the Accounting Chamber to undergo an external evaluation of its activities every five years and establishes clear parliamentary procedures for reviewing its reports.
The law guarantees the political and financial independence of the Accounting Chamber by obliging the relevant committees of the Verkhovna Rada to review its reports and monitor the implementation of its recommendations.
Yaroslav Zheleznyak reminded that the adoption of this law was one of the conditions for receiving more than USD 2 billion in funding from the IMF and the US.
As a reminder, in April, the Verkhovna Rada dismissed seven members of the Accounting Chamber due to the expiration of their term of office. At that time, five members remained, but the Rada stated that the Chamber could continue its work.
Earlier it was reported that last year, the Parliament renewed the composition of the Accounting Chamber against the recommendations of the G7 countries.
