Will Ukrainians abroad be allowed to remotely pay fines from the CCC

Many Ukrainians who are abroad face problems related to military registration and fulfillment of the corresponding obligations. One of the key issues that concerns both the citizens themselves and the state bodies of Ukraine is the possibility of remote settlement of administrative fines related to violations of military records. This topic became even more relevant after, on March 5, 2025, the Committee of the Verkhovna Rada of Ukraine on law enforcement recommended the adoption of draft law No. 12093, which provides for the possibility of online payment of fines through the “Rezerv+” system.
In accordance with statement Deputy Minister of Defense of Ukraine for Digitalization Kateryna Chernogorenko, draft law No. 12093 will create an opportunity for Ukrainians who have violated the rules of military registration to pay the appropriate fines without the need to appear in person at territorial recruitment centers (TCC). This is a significant step forward in the digitalization of military records and the simplification of citizens’ communication with state bodies.
One of the key advantages of the new law will be the ability to pay a fine through “Rezerv+” in a few clicks, regardless of the citizen’s location. That is, Ukrainians who live or are temporarily abroad will be able to fulfill their obligations to the state without the need to visit diplomatic institutions or consulates. Moreover, if the fine is paid voluntarily, a discount of 50% is provided, which will stimulate the quick settlement of violations.
This approach is not new, because similar mechanisms already operate in other areas, for example, in the field of road traffic. As Chernogorenko explained, the state bodies consulted with the Ministry of Foreign Affairs regarding the possibility of implementing such a system, and in case the law is passed in the first and second reading, it will be quickly integrated into “Reserve+”.
Bill No. 12093 also provides for other changes. In particular, it offers the possibility of a 50% discount for those who voluntarily admit the violation and pay the fine. The authors of the initiative were members of the Verkhovna Rada Committee on Law Enforcement, including its chairman, Serhiy Ionushas.
The main goal of the draft law is to solve the problem of the lack of mechanisms that would allow conscripts, conscripts and reservists to independently contact the TCC to clarify personal data and settle possible administrative violations. The law stipulates that the fine in such a case will be 50% of the minimum level stipulated by the Code of Ukraine on Administrative Offenses (CUP), which is UAH 8,500.
In addition, according to the initiators of the draft law, remote payment of fines through “Rezerv+” will facilitate the process of obtaining documents in passport services for young people aged 18-25, and will also help avoid seizure of accounts and property for Ukrainians who are abroad. This innovation will contribute to greater transparency and convenience in interaction with state bodies.
It is worth noting that the draft law also contains some controversial provisions. One of these is the possibility of imposing a fine in absentia, without drawing up an administrative protocol, as well as an accelerated procedure for seizing bank accounts for those who have not paid the fine within the prescribed time. The amendments to the second reading have not yet been published, but this part of the legislative change is causing debate among human rights activists.
If draft law No. 12093 is adopted by the Verkhovna Rada, Ukraine will take another important step in the direction of digitalization of public services. This will allow more efficient resolution of issues related to the military registration of citizens, and at the same time will provide more convenient communication mechanisms for those who are currently abroad. However, the final fate of the draft law will depend on further discussions and approval in the parliament.
