Главным фактором изменения цен на рынке есть динамика спроса и предложения жилья. После начала полномасштабной войны и заметного спада на рынке недвижимости в 2022 году, в 2023 и 2024 годах спрос на квадратные метры начал расти. Впрочем, восстановление показателей довоенного периода возможно только через год-два и при условии стабильной ситуации в стране. Также скачок спроса может повлечь за собой окончание войны.

С 2021 года по сегодняшний день: как изменился рынок недвижимости?

В 2023 году интерес украинцев к покупке жилья был сравнительно стабильным. Впрочем, купить недвижимость хотят уже на 20-30% меньше граждан, чем это было до полномасштабного вторжения.

Этому несколько причин. Во-первых, это заметное уменьшение населения в стране из-за миграции и боевых действий. Расчеты Центра экономической стратегии (ЦЭС) свидетельствуют, что с февраля 2022 года за границу выехало 4,9 млн. украинцев. Согласно данным Генеральной прокуратуры, на конец 2023 года погибшими в результате боевых действий считались около 12 тыс. гражданских граждан. Данные же о количестве павших военных засекречены. В начале 2024 года в Офисе Президенту Украины говорили о цифре более 30 тысяч погибших защитников.

Во-вторых, высокий уровень нестабильности, обстрелы и финансовые проблемы, с которыми столкнулась значительная часть украинцев, никак не способствуют желанию вкладываться в жилье.

С другой стороны, оживлению на рынке способствовал переезд внутренних переселенцев. Минсоцполитики отчитывается о 4,8 млн ВПЛ. Часть из них смогла купить жилье в других городах, а другие арендуют. Также покупает квартиры и дома часть украинцев, жилье которых было разрушено в результате боевых действий. Все это (особенно в 2022 году) привело к заметному росту цен на недвижимость в западных регионах страны, которые считаются более безопасными.

Впрочем, если ориентироваться на данные Единого реестра нотариальных бланков, то в первом квартале этого года было заключено более 181 тыс. соглашений об отчуждении жилья. Это в полтора раза больше чем в январе-марте 2023 года. Тогда было использовано около 117 таких бланков. Впрочем, это все еще на 16% меньше, чем в первом квартале 2021 года.

Отметим, что не все бланки свидетельствуют о сделках купли-продажи, поскольку для одной сделки может быть использовано несколько бланков. Впрочем, учет бланков четко демонстрирует тенденцию на рынке.

Цены на жилье: все зависит от региона

В начале 2022 года в Украине насчитывалось 8,09 млн жилых домов. Это как отдельные дома, так и многоквартирные. Общее количество квартир в стране составляло 15,52 млн. При этом аварийных и старых домов (выведенных из эксплуатации) было 55 тыс. В части из них еще проживало 42 тыс. человек. Пока количество аварийных и уничтоженных домов оценить трудно. Это означает, что объемы предложения жилья на вторичном рынке должны снизиться. Снизится и предложение на первичном рынке, поскольку по данным Государственной службы статистики объемы строительства жилых объектов в Украине сократились на 4,6%. И это по сравнению с кризисным 2022 годом. В сочетании с оживлением спроса, вызванным уменьшением оттока украинцев за границу и эффективной работой программ льготного кредитования («еселя») и др., все это означает, что в ближайшее время цены на жилье будут расти.

В целом рост стоимости квадратных метров наблюдался даже в 2022 году. Тогда квартиры на первичном рынке подорожали на 12,7%, а на вторичном – на 11,4%. В 2023 году новостройки подорожали уже на 14,6%, а стоимость квадратных метров ветхого жилого фонда выросла на 17%.

Снижение цен в приграничных с Россией регионах, районах вблизи фронта и в Киеве компенсируется ростом стоимости недвижимости в западных регионах.

Снижение цен в 2023 году, скорее всего, ожидать не стоит, поскольку застройщики замораживают старые проекты и не спешат начинать новое строительство. Владельцы жилья на вторичном рынке в большинстве своем не спешат продать квартиру или дом, если цена их не устраивает. При этом некоторые квартиры могут быть выставлены на продажу в течение года или двух. Это, прежде всего, касается недвижимости среднего и высшего класса, поскольку часто ее владельцы инвестировали достаточно большие средства в ремонт, а теперь не хотят терять вложенное, несмотря на невысокий спрос в этом сегменте.

Что же касается украинцев, которые снижали стоимость, чтобы быстрее продать жилье перед выездом за границу, то сегодня таких гораздо меньше, чем было в 2022 или 2023 годах.

Тенденции на мировом рынке недвижимости

Жилая и нежилая недвижимость традиционно считается выгодной инвестицией. Впрочем, после того, как обвал рынка жилья в США повлек за собой мировой финансовый кризис 2008 года, инвесторы довольно осторожно относятся к вложению средств в подобные активы. Опыт Украины говорит о том же – приобретение квартиры в Днепре или Харькове сегодня вряд ли можно назвать выгодной инвестицией, хотя еще 3 года назад ситуация была кардинально иной.

В общем, ситуация на рынке жилья обычно коррелируется с состоянием экономики страны. Когда наблюдается повышение ВВП, благосостояние населения растет, политическая ситуация сравнительно стабильна, на рынке появляются дешевые кредиты. Это способствует оживлению активности инвестирования в разные активы, в том числе и в недвижимость.

Последствия коронакризиса и российско-украинской войны негативно повлияли на мировую экономику и, как следствие, на рынок жилья во многих странах. Впрочем, ожидаемой рецессии не произошло, экономика устояла и начала восстанавливаться. Если значительные потрясения в ближайшее время не опасаются, то спрос на недвижимость в США, Европе и других регионах постепенно начнет восстанавливаться, а значит цены снова пойдут вверх.
