As a result of the review of MSEC decisions, 795 decisions on establishing disability for officials were canceled: Ministry of Health

The Ministry of Health of Ukraine together with law enforcement agencies continues systematic review of the decisions of medical and social expert commissions regarding the establishment of disability for officials. The Center for Assessment of Human Functional Status reviewed 1,989 cases, of which 795 were deemed unfounded and canceled.

Inspections take place in close cooperation with the Security Service of Ukraine, the State Bureau of Investigation, the Office of the Prosecutor General, and regional health authorities. This process is implemented within the framework of the decision of the National Security and Defense Council of Ukraine dated October 22, 2024 regarding the fight against corruption violations when establishing the disability of officials, which was put into effect by the decree of the President of Ukraine No. 732/2024.

In accordance with the approved action plan of the interdepartmental working group created in November 2024, the first results of the inspection were drawn up already in January 2025. The review itself covers all regions of the country and is part of a wider reform aimed at preventing abuse and restoring confidence in the disability assessment system.

In total, 2,630 cases of officials from more than 70 state bodies were included in the audit. 1,989 of them have already been examined, and another 83 people have been called for additional examinations. According to the results of the analysis, 795 decisions of the commissions were canceled, and in 400 cases, new decisions were made: in particular, in 307 cases, the disability group was changed, and in another 93 cases, the term of its establishment was changed. For comparison, at the beginning of July, there were 445 such annulled decisions.

Слідчими правоохоронних органів спільно з експертними установами МВС у найкоротші терміни будуть встановлені особи загиблих", — зазначили у координаційному штабі.

The largest number of verified cases concern employees of the State Customs Service of Ukraine, where 810 cases were registered — of which 572 have already been considered, 236 decisions have been canceled, and changes have been made in 114 cases. The State Tax Service is reviewing 518 cases, of which 413 have already been considered, 154 decisions have been canceled, and 89 have been changed. The prosecutor’s office considered 316 cases out of 448, in 152 cases the decision was canceled, 71 were revised, and 46 more people were summoned for further examination.

We would like to remind you that from January 1, 2025, instead of MSEK, a new system of assessment of daily functioning of a person (OPFO) was introduced in Ukraine, which is based on transparent procedures, objective medical assessment and real needs of the patient.
