Foreign services massively refuse to issue passports to Ukrainian young men

Passport services abroad en masse refuse men over the age of 18, who are not registered in the “Oberig” Conscript Register, to receive documents for issuing or exchanging an internal passport of a citizen of Ukraine or a foreign passport. This applies even to those who left Ukraine before 2022.
This issue became the subject of discussion at the meeting of the Parliamentary Committee on Youth and Sports, where Kateryna Chernogorenko, Deputy Minister of Defense for Digitalization, was present. She is earlier stated, that after the adoption of Resolution No. 932 dated August 16, 2024, men aged 17 to 25 will be able to register for military service remotely, without the need to visit the TCC and pass a medical examination. Data were planned to be collected automatically from other state registers.
However, the real situation turned out to be different. According to the Committee, passport services refuse to transfer data to the “Oberig” Conscript Register due to “technical impossibility”. As noted by the Ministry of Internal Affairs, only 9 people without registration in “Oberig” were able to issue documents.
The Committee also emphasized that this situation forces young men to turn to foreign institutions to obtain temporary documents. This happens even in cases where these persons are not subject to mobilization, which creates additional difficulties for citizens who are abroad.
