Increased mobilisation from 1 October: what will change for Ukrainians

From October 1, 2024, another strengthening of mobilization measures will take place in Ukraine. Representatives of territorial procurement centers (TCC) will appear on the streets again, handing out summonses. At the same time, conscripts are expected to undergo some changes in the process of mobilization itself, among which there will be both positive and not very pleasant innovations.
Here are the changes expected for conscripts from October 1:
Sending subpoenas by mail: “Ukrposhta” will now be responsible for sending summonses. The first to receive “letters of happiness” will be men who have updated their data through the “Reserve+” system. It is important to note that the summons is considered served even if the person refused to receive it or was not at home at the time of delivery. Failure to appear at the TCC is subject to a fine of UAH 25,500, as well as a mandatory summons.
Recruiting through “Reserve+”: In October, a new online service will be launched for volunteers and those who do not want to undergo mobilization through the TCC. The service will show vacancies in the army, where you can choose both combat and non-combat positions. Thus, volunteers will be able to choose service locations online.
The official ban on mobilization is limited to persons up to 25 years of age: In September, the Verkhovna Rada passed a law prohibiting the mobilization of men under the age of 25 with limited fitness for service. The president has already signed this law, so previously such conscripts could be mobilized, but from October this will become impossible.
