NACP has compiled a “portrait” of a Ukrainian corrupt official

The National Agency for the Prevention of Corruption created a generalized “portrait” of a typical Ukrainian corrupt official. Thus, only 16% of persons prosecuted for corruption offenses are civil servants. The main part is middle-aged people who do not have a higher education. About this reported Volodymyr Kharchenko, Head of the Department of Summarizing Data on Corruption and Combating It at the Department of Anti-Corruption Policy of the NAKC.

“From year to year, we observe a decrease in the percentage of convicted persons among persons authorized to perform the functions of the state. In 2023, only 16% of all persons convicted of corruption crimes are civil servants. That is, persons who tried to solve one or another of their issues by bribing officials, in most cases do not belong to the category of persons authorized to perform the functions of the state or local self-government.” – emphasized Kharchenko.

He noted that more than half of the people convicted of corruption crimes are citizens of Ukraine aged 30 to 50.

“If we proceed from the decisions of the courts that have become legally binding, then we cannot ignore the fact that 80% of people are prosecuted under Article 369 of the Criminal Code, that is, for offering or promising an unlawful benefit. At the same time, 29% of those convicted have a higher education. And only 17% of those convicted under Article 369 of the Criminal Code have a higher education. That is, bribes are given by less educated people who are not authorized to perform the functions of the state.”, – concluded Kharchenko.
