National Bank of Ukraine updated the rules for controlling the activities of banks in the field of cash circulation, detailing and supplementing the requirements for the organization and procedure of scheduled and unscheduled on-site inspections. Such checks are aimed at ensuring that banks comply with the requirements set by the regulator for cash operations, collection, transportation of currency values and protection of bank premises.
As part of the changes, the National Bank specified the procedures for informing the public about inspections, established the rules for creating the necessary documents in both paper and electronic form, and also defined the list of mandatory information that should be in such documents. Requirements for providing inspectors with access to the necessary documentation and comprehensive assistance during inspections were also streamlined.
In addition, the powers of the National Bank to conduct unscheduled inspections have been expanded — in particular, in cases where the bank is classified as problematic or there is a need to check compliance with requirements or restrictions established by the regulator itself. The procedure for notifying the bank of the initiation of administrative proceedings in case of discovery of circumstances that may serve as a basis for the adoption of the corresponding administrative act is defined. The procedure for drawing up an act of non-admission or obstruction, if the inspection was restricted by the object of supervision, is also regulated.
Other aspects that affect the course of inspections were specified separately, which will allow to improve the quality of their organization and implementation at all stages — from planning to the application of influence measures. The corresponding changes are fixed by the resolution of the Board of the National Bank of Ukraine dated June 13, 2025 No. 62, which enters into force on June 27, 2025.
