People’s Deputies from the “Servant of the People” faction offer full amnesty for crimes related to the supply of weapons to the Armed Forces of Ukraine: Central Criminal Committee
126 people’s deputies, among whom 123 represent the “Servant of the People” faction, registered the draft law № 13423, which offers immunity from criminal liability for crimes committed in the performance of defense contracts. About this informs Anti-corruption Center (CPC).
The initiative provides that crimes committed by officials of enterprises included in the special list of the defense industrial complex will not be subject to criminal prosecution. This list will be developed by the Ministry of Defense and will not be open to the public.
In addition, the document prohibits the National Anti-Corruption Bureau of Ukraine and the Specialized Anti-Corruption Prosecutor’s Office from investigating violations in the defense sector. The opening of proceedings against enterprises from the list of MOU is possible only with the approval of the Prosecutor General.
“The draft law No. 13423 actually legalizes corruption in the defense sector – moreover, for a pre-agreed circle of suppliers of the Ministry of Defense. At the same time, people very close to Zelensky’s entourage, such as Timur Mindich, receive military contracts today.
First, you pay for “entrance” to the list of these suppliers, you buy yourself immunity, and then you can increase the purchase prices at least 100 times – without any risk. It will not be possible to punish persons who build schemes in arms purchases even after the elections,” – explained the deputy executive director of the Anti-Corruption Center (CPC) Olena Shcherban.
If the draft law is adopted, those who appear in cases related to embezzlement in military procurement can avoid responsibility if the companies headed by them enter the list of the Ministry of Defense. In particular, we are talking about the director of the Pavlograd chemical plant Leonid Shyman, ex-director of the MOU department Oleksandr Liev and representatives of Lviv Arsenal, as well as suspects in the case of the purchase of elements of dynamic protection, which caused the state losses of UAH 7.3 million.
