Prosecutor General Kravchenko canceled the Regulation on the procedure for selecting candidates for the personnel reserve

Prosecutor General of Ukraine Ruslan Kravchenko announced on the cancellation of the Regulation on the procedure for selecting candidates for the personnel reserve, since this initiative did not achieve its main goal.
“I decided to cancel the Regulation on the procedure for selecting candidates for the personnel reserve. The idea embedded in the initiative is correct: to create a transparent and fair mechanism for selecting heads of prosecutor’s offices.” Kravchenko explained.
According to him, the pilot project failed to realize the key task. The procedure itself turned out to be too complicated, regulated, protracted, and in some cases discriminatory. The regulation allowed appointments outside the personnel reserve, which contradicts the idea of creating a transparent selection mechanism.
“In the current conditions, when a number of prosecutor’s offices remain without leadership, we have neither time nor space for processes that do not produce results. And most importantly, in these difficult times, we have no right to slow down work.” Kravchenko emphasized.
In this regard, the Prosecutor General’s Office is proceeding with the development of changes to the legislation within the framework of the EU initiative “Ukraine Facility”, which provides for the adoption of a special law taking into account the best European standards.
Kravchenko reminded that this approach is enshrined in the Law of Ukraine “On the Prosecutor’s Office” (Article 29¹) regarding the selection of prosecutors of the Specialized Anti-Corruption Prosecutor’s Office. The selection will take place openly, with the participation of international experts and after consultations with the Venice Commission.
“We took into account all the shortcomings of the pilot. Now our task is to establish an effective, realistic and working selection mechanism that will truly serve the interests of the state.”, – concluded the Prosecutor General.
