The Cabinet of Ministers has changed the rules for the training of postgraduate and doctoral students

The Cabinet of Ministers of Ukraine has changed the rules for training graduate students and doctoral students: from now on, passing a foreign language exam will be a mandatory condition for admission. About this reported people’s deputy Oleksiy Honcharenko.
In the third year of study, post-graduate and doctoral students will also take a state test in Ukrainian and foreign languages for academic purposes. According to Goncharenko, this assessment will be conducted using external independent assessment technologies.
Entrants to graduate and doctoral programs must take a foreign language exam, even if they have a valid international certificate – TOEFL, IELTS, Cambridge or another. The previous rule, which exempted such persons from the exam, will be abolished. Goncharenko emphasized that these changes are aimed at “increasing the quality of education and unifying requirements.”
We would like to remind you that in 2024 the Ministry of Education and Science of Ukraine changed the rules for admission to graduate school: admission to the contract form became possible only for correspondence or evening forms of study, which did not include the right to deferment.
In addition, the Ministry of Education increased the number of state places from 3,200 to 7,000. The Minister of Education, Oksen Lisovyi, explained this by the fact that the state should “not cut off the possibility of admission for genuine, motivated and capable people.”
Subsequently, the Ministry of Education suspended the recruitment of postgraduate students for full-time and dual study at the expense of individuals and legal entities until January 1, 2025. The renewal and transfer of postgraduate students from other forms of education to full-time or dual studies has also been stopped. The Ministry of Justice confirmed the legality of the new admission conditions.
