The Cabinet of Ministers plans to abolish the living wage: what will be introduced in its place
The current living wage does not reflect the real situation, as its size is too low.

In Ukraine, it is planned to replace the living wage with a new special social payment, which, according to the Minister of Labor and Social Policy, Oksana Zholnovich, should have a positive impact on the social system and the economy. She announced this during the broadcast of the telethon.
Oksana Zholnovich noted that the size of the new social assistance will be determined individually for each family, taking into account its composition and needs.
“We plan to abandon the attachment to the living wage, which currently does not reflect the real situation. The living wage affects many other aspects, such as fines and salaries, so it is very important for us to separate these concepts”Zholnovich emphasized.
The Minister explained that the new basic social benefit will be provided in certain cases, such as:
- care for disabled persons;
- help for those who do not have the necessary financial security due to poverty.
Zholnovich also noted that the current living wage does not meet real needs, as its size is too small to ensure the minimum necessities of life.
It is worth recalling that earlier the Minister of Social Policy stated that the subsistence minimum, on which the amount of social benefits in Ukraine depends, will not change – it is not planned to be increased or decreased.
It also became known that the budget of Ukraine for 2025 does not provide for an increase in the subsistence minimum, minimum pension and minimum salary.
