The government approved a mechanism for remote inspection of destroyed housing in areas of active hostilities

Cabinet of Ministers of Ukraine passed The resolution, which allows commissions to conduct a remote survey of destroyed housing in the territories where active hostilities are ongoing, is part of the Restoration program. The corresponding mechanism was developed by the Ministry of Development of Communities and Territories of Ukraine and was designed to provide an opportunity to receive compensation for people who lost their homes as a result of Russian aggression in communities that are constantly under fire.

Due to the danger that persists in such areas, conducting traditional surveys becomes much more difficult. Commissions often do not have the opportunity to go to the scene to record the damage.

“In many regions, due to constant shelling, commissions simply cannot go to the place to examine the damage. We are launching a mechanism that allows you to receive compensation for destroyed housing without risking lives.” – emphasized the Deputy Prime Minister for the Reconstruction of Ukraine – the Minister of Community and Territorial Development Oleksiy Kuleba.

From now on, commissions created by local self-government bodies or regional military administrations will conduct the survey, using satellite images, materials obtained from drones, as well as photos and videos provided by the applicants themselves. The images taken by the owners of the house are subject to requirements: they must be clear, in color, contain the date, time, geolocation, record the land plot and several different angles of the destroyed house, with a mandatory image of structural destruction – walls, roof, floors. Identification signs, such as address plates or house numbers, are also required.

If the applicant has additional evidence, such as emergency or police reports, or eyewitness accounts, these can also be added. In the case of a sufficient amount of evidence, the commission draws up a report of remote inspection and enters the data into the Register of damaged and destroyed property. This, in turn, opens up the opportunity to obtain a housing certificate — a document that allows you to purchase a new home in a safer region.

The introduction of this mechanism is part of the general process of digitalization of the system of recording the damage caused by the war. At the first stage, the new approach will be applied in communities where hostilities continue, but if successful, it will be scaled to other territories, including temporarily occupied ones.

At the same time, the Ministry of Community and Territorial Development is preparing solutions aimed at helping internally displaced persons, including a compensation program for purchasing housing in safe regions. First of all, it will be used by servicemen whose families were forced to leave their homes. The program provides housing vouchers that can be used to purchase a home or pay a mortgage.
