The Government has raised over UAH 390 billion from the sale of domestic government bonds since the beginning of the year

During the nine months of 2024, the government of Ukraine raised more than 391 billion hryvnias from the placement of domestic government loan bonds (OVDP) at auctions. This includes UAH 280.5 billion, USD 1.97 billion and EUR 754.9 million. These data cites the depository of the NBU.

At the same time, 143.3 billion hryvnias, 1.48 billion dollars, and 918.3 million euros were sent to repay domestic debt obligations for government securities during this period.

From January to September 2024, the amount of funds raised from the placement of OVDP exceeded payments for them by 150.4 billion hryvnias, and in September alone, this surplus amounted to 45.2 billion hryvnias.

The rollover rate of investments in OVDP during this period amounted to 148% in various currencies, which indicates the active continuation of investments in Ukrainian government securities.

Statistics since the beginning of the war

From the start of the full-scale war to the end of September 2024, the government raised almost 1.209 trillion hryvnias in primary auctions, equivalent to:

  • 834.7 billion hryvnias,
  • 7.58 billion US dollars,
  • 2.47 billion euros.

During the same period, 572.6 billion hryvnias, 7.61 billion dollars and 2.17 billion euros were sent to repay OVDP bonds.

Rates for OVDP

In September 2024, the maximum rates for OVDP were:

  • 16.90% per annum in hryvnia,
  • 4.66% per annum in US dollars,
  • 3.25% per annum in euros.

Military OVDP

As of October 1, 2024, the largest share of military government bonds belongs to banks — primary dealers. The ownership of military bonds by citizens and businesses of Ukraine as of this date was:

  • 72.8 billion hryvnias (34.6% of the total volume of hryvnia government bonds),
  • 1.5 billion dollars (53.1% of the total volume of OVDP in US dollars),
  • 143 million euros (25.4% of the total volume of OVDP in euros).

The total portfolio of military bonds owned by individuals and legal entities grew to 141.4 billion hryvnias compared to 58.1 billion hryvnias as of October 1, 2023, which shows an increase of more than 2.4 times.

At the same time, the volume of military government bonds owned by non-residents amounted to 6.15 billion hryvnias, 24.8 million dollars and 0.1 million euros as of October 1, 2024. In September 2024, the Ministry of Finance paid off military government bonds in the amount of $350 million.
