The Ministry of Defense and the Ministry of Health presented a draft reform of military medical commissions

The Ministry of Defense of Ukraine together with the Ministry of Health presented the reform project of military medical commissions (MMC). The event took place during the thematic meeting of the Council of Donors of Institutional Reforms of the Ministry of Defense, informs MoU. Deputy Minister of Defense Serhiy Melnyk, Deputy Minister of Defense Kateryna Chernogorenko and Deputy Minister of Health Edem Adamanov took part in the meeting.

The reform is aimed at solving the key problems of the current VLK system, which, according to the participants of the meeting, is outdated and has a number of shortcomings. In particular, it allows individuals to avoid military service without reason, while not preventing the mobilization of citizens with serious illnesses, which complicates the work of the Armed Forces of Ukraine.

The main innovation will be the division of the work of the VLK into two directions: medical and administrative. Medical examination will be carried out by individual specialists, and the results of examinations in the form of anonymized data will be transferred to administrative commissions for decision-making.

The key elements of the reform are:

  1. Decentralization of the medical examination process. Conscripts will be able to independently choose a medical institution for examination. Data from these institutions will be transferred to the Electronic Health Care System (ECHS).
  2. Integration with military systems. Information from the ESOZ will automatically enter the modernized medical information system of the Armed Forces, which will allow the VLK to process the results of examinations and make administrative decisions.
  3. Transparency and control. Anonymized data will be sent to a random committee whose members will not know whose documents they are reviewing. This will make manipulation impossible.
  4. Digital footprint. All decisions will be recorded in the system with digital signatures of doctors and employees of the VLK. This will simplify the inspection of commissions by law enforcement agencies.

The reform will be implemented in three stages and should be completed by November 2025.

Kateryna Chernogorenko also reported on the integration of the “Oberig” registry with the ESOZ, which will create the basis for fully electronic work of the VLK. This will allow military doctors to independently check the conclusions of family doctors and make final decisions about the suitability of citizens for service.

It should be noted that the reform takes place in the context of general mobilization and martial law in Ukraine, which continues due to the Russian invasion. All conscripted men between the ages of 18 and 60 are required to undergo a VLK to determine their fitness for service.
