The Ministry of Defense’s DOT successfully passed an independent financial audit

The procurement agency of the Ministry of Defense “State Rear Operator” was successful completed passing an independent financial audit for 2024. The audit was conducted by the Ukrainian branch of the Crowe international network — the company AC Crowe Ukraine, one of the leaders in the field of audit, consulting and tax services. It is a full member of Crowe’s global network, which unites independent audit firms in more than 130 countries.

According to the conclusions of the audit, “the proper level of management, transparency in the use of budget funds and the efficiency of the key processes of the enterprise are ensured.” The audit did not reveal “significant violations in the activities of the DOT”, which confirms “the stable operation of the internal control system and the compliance of management decisions with the approved development strategy.”

During 2024, the enterprise processed more than 59,000 acts of acceptance of goods. The auditors recommend “consolidating documentation in electronic format”, in particular the acts of acceptance, in order to “meet deadlines and simplify processing”. Digital tools, such as DOT-Chain and DOT-xRM, allow to “accelerate document flow, improve the quality of analytics and the effectiveness of management decisions.”

“The results of the audit show that the DOT demonstrates maturity as an institution. We see an effective team, transparent processes and the ability to implement new models and approaches to provision. In the most difficult conditions of war, this is an example of systematic work in the interests of the military. The Supervisory Board will continue to provide control and support to preserve these results.” Nadiya Bigun, head of the Supervisory Board of DOT, said.

The auditors’ recommendations have already been forwarded to the Ministry of Defense of Ukraine and the management of the DOT for further improvement of operational activities. The Supervisory Board gave “a high rating to the audit results” based on the provided report.
