The Ministry of Development and Trade has agreed to attract 3.5 billion euros for the reconstruction of Ukraine

The Ministry of Development of Communities and Territories of Ukraine concluded agreements, memoranda and joint statements for a total amount of 3.55 billion euros as a result of the URC2025 conference on the restoration of Ukraine. About this reported in the press service of the ministry.
“We received a clear message from friends and partners of Ukraine: they are ready to invest in our recovery. The proof of this was the initiative to create the ‘Recovery Coalition’, the European flagship fund for the reconstruction of Ukraine, as well as the signing of a number of specific agreements, memoranda and joint statements totaling more than 3.5 billion euros.” – stressed Oleksiy Kuleba, Deputy Prime Minister for Reconstruction of Ukraine, Minister of Development of Communities and Territories of Ukraine.
In particular, the Ministry:
- concluded 5 agreements worth more than 370 million euros;
- signed 6 memorandums in the amount of about 379.3 million euros;
- announced 4 joint statements, 1 announcement of grant funding and received 1 approval for the allocation of funds in the total amount of 232.7 million euros.
In addition, a memorandum was signed with the Ministry of Foreign Affairs of Italy regarding insurance coverage of up to 100% for bank export loans in the amount of up to 1.5 billion euros.
“This opens up opportunities for mixed financing of projects for communities – a combination of soft loans and grants, as well as the purchase of Italian goods and services for recovery.”, the department explained.
Within the framework of the conference, 10 agreements were also concluded between the European Union and development banks in the amount of EUR 929.3 million. The funds will be used to support the areas of recovery, municipal infrastructure, energy, heating, transport and business.
The Ministry initiated consideration of the allocation of 140 million euros from the Development Bank of the Council of Europe: 80 million euros – for compensation to internally displaced persons for lost housing in temporarily occupied territories, 60 million euros – for preferential mortgage loans within the framework of the “Housing for Veterans” program.
Also, within the framework of URC2025, Ukrainian communities and regional administrations signed a number of partnership agreements with European companies, regions and organizations. The total amount of these local agreements is almost 200 million dollars.
