The Ministry of Justice has registered a new Procedure for conducting certification of healthcare workers

The Ministry of Justice of Ukraine has registered a new Procedure for the attestation of health care workers. Before approval, the document was reviewed by the Board of the Ministry of Health and public discussion. The relevant order of the Ministry of Health published on the website of the ministry.
The new Procedure provides for an updated model of attestation: instead of five separate regulatory acts, a single nomenclature of specialties and a common attestation procedure for all categories of workers in the industry — doctors, nurses, pharmacists, rehabilitation specialists, as well as persons with higher non-medical education — are introduced. For the first time, a single document is introduced — the Certificate of assignment or confirmation of professional qualifications, which will be valid throughout the entire period of professional activity.
Resumption of attestation will take place six months after the end or cancellation of martial law. If the validity period of certificates or certificates of qualification category has expired during the period of martial law, it is automatically extended for six months after its end.
A significant innovation is the change in the format of the regular attestation: it will no longer be conducted through central or regional commissions, but will take place directly at the place of work — in medical institutions. Such attestation will take place once every five years and will include verification of compliance with the requirements of continuous professional development (CPD). The process will be organized by the personnel service of the institution, and employees do not need to submit applications – everything will happen automatically. Applications and additional documents are submitted only by those who seek to improve the level of professional qualifications – by March 1 or September 1 of the respective year.
It is also possible to carry out extraordinary attestation if the employee has violated official duties or committed professional negligence. Based on the results of such attestation, the employee may be sent to an internship or to resume professional activity. The same decision is made in cases where a person has not practiced for more than three years or has been deprived of the right to practice a profession by a court.
For the first time, accounting for BPR points and maintaining a personal educational portfolio are becoming mandatory not only for doctors, but also for other medical professionals. Accounting will start within 10 working days from the date of entry into force of the order, and the annual review of the portfolio with points will begin in 2026. Until June 30, 2025, BPR points are calculated according to the criteria of Appendix 4 to the current Procedure for Certification of Doctors (order of the Ministry of Health No. 446 of February 22, 2019), and from July 1, 2025 – according to Appendix 6 of the new Procedure.
The minimum amount of annual BPR points is 50 for doctors, pharmacists and other specialists with higher medical or pharmaceutical education, and 30 points for nurses, pharmacist assistants and other specialists.
Employees who were appointed to positions before June 6, 2022 can continue to work and undergo certification in their current specialty, provided that the title of the position complies with the professional standard or the Handbook of qualification characteristics. If the position does not correspond to the current titles, the employee is transferred to the corresponding position, taking into account the requirements for education and postgraduate training.
Seniority by specialty for doctors, pharmacists and other specialists is counted in accordance with Appendix 5 to the Procedure. The professional qualification is preserved until the end of the current five-year period, with the possibility of its promotion or confirmation during the regular attestation, in accordance with the new position or specialty.
