In Ukraine, a unified system of verification of benefits is being developed for citizens who receive compensation for the payment of housing and communal services, the purchase of solid fuel and liquefied gas. The initiative covers about 1.2 million beneficiaries. This is stated in the draft order of the Ministry of Finance, which made public for public discussion on the website of the Federation of Trade Unions of Ukraine.
According to the document, verification is carried out by comparing the data provided by citizens when applying for benefits with information from other state bodies. The Pension Fund of Ukraine plays a key role in this process, and the exchange of information takes place through the Trembita electronic interaction system.
Information from a number of automated systems and registers is used to check benefits, including:
- State register of natural persons — taxpayers (regarding verification of the registration number of the taxpayer’s registration card),
- of the Unified State Demographic Register (regarding the validity of the passport of a citizen of Ukraine),
- State register of acts of civil status (about birth, death, change of name, marriage or dissolution of marriage),
- Information system of the Pension Fund of Ukraine (regarding the accrual or payment of housing subsidies),
- Centralized data bank on disability issues (information on the presence and group of disabilities),
- The unified state register of war veterans (regarding the presence or absence of the corresponding status).
Verification of the legitimacy of benefits involves a detailed comparison of the data provided by the Pension Fund with information obtained from the relevant databases for each recipient.
We will remind that according to the Pension Fund of Ukraine, as of January 2025, 2.779 million households received benefits and subsidies. Of them, 1.216 million are recipients of benefits in the total amount of UAH 2.052 billion, and 1.474 million are recipients of subsidies in the amount of UAH 2.779 billion.
