The new law on mobilization entered into force in Ukraine: details

Today, May 18, a new law on mobilization, adopted by the Verkhovna Rada on April 11 and signed by President Volodymyr Zelenskyi on April 16, entered into force in Ukraine. The law makes changes to the work of territorial recruitment and social support centers (TCC) and military accounting.

The main provisions of the law:

  •  Instead of conscription, basic military service is introduced for a period of 5 months in peacetime and 3 months in wartime. Citizens under the age of 24 will be able to choose the year and period of passage.
    Basic military training: From 2025, it will become a mandatory element of education in universities of all forms of ownership.
  • You can update your data in your personal account or TsNAPi.
    Preservation of the right to demobilization: For persons with disabilities and those released from captivity.
    Repeated VLK for those with limited fitness: Persons recognized as having limited fitness must undergo a repeat military medical examination.
  • Military personnel who entered into the first contract are entitled to compensation of 50% of the first mortgage loan payment.
  • Persons who received the II-III group of disability after February 24, 2022 (except military personnel) must undergo a second medical examination.
  • Within 60 days, you can update data in TCC remotely.
  • For military service evaders (with exceptions).
  •  The police and the TCC can record the process of checking documents on camera.
  • Mandatory wearing of a military registration document: For persons aged 18-60 who are registered.

Who and when should update the data:

Within two months from May 18, men aged 18-60, conscripts aged 17-25, conscripts aged 25-60 and female doctors and pharmacists on military registration must update their registration data.

Updating data abroad:

Penalty for evasion

Fines from 17 to 25.5 thousand hryvnias are provided for violation of the rules of military registration and evasion of mobilization. The TCC can apply to the court with a request to temporarily suspend the driver’s license of evaders.

Who is not subject to mobilization

Men under 25 and over 60, persons with disabilities, parents of many children (without alimony debts), single parents, parents of children with disabilities, adoptive parents, guardians of disabled persons, men caring for sick relatives, students of full-time or dual education , scientists, lecturers, teachers, graduate students, doctoral students, officials of category A, judges, employees of military administration and other categories of citizens.
