The Solomyan District Court of Kyiv sent the head of the Center for Physical Protection and Protection of Facilities of the Security Department of PJSC NEC Ukrenergo for an outpatient forensic psychiatric examination to the Institute of Forensic Psychiatry of the Ministry of Health. The investigator of the Main Department of the Security Service of Ukraine in Kyiv and the region submitted a corresponding petition to the court. According to the text of the petition, since October 2022, the official committed actions that justified Russia’s armed aggression against Ukraine, which began in 2014. Through the Telegram messenger, he praised the Kremlin regime and questioned the existence of the Ukrainian state, and also expressed a desire for the mass destruction of Ukrainians.
Forensic linguistic and art studies have confirmed that the official’s statements justify the armed aggression of the Russian Federation against Ukraine. In addition, in November 2022, the suspect shared a video of the attack on the Ukrenergo energy facility with a person who has Russian citizenship.
During the search, information was found on his phone that raised doubts about his mental state, so the investigator initiated a forensic psychiatric examination.
The suspect himself and his lawyer did not object to the examination, but emphasized that there are no grounds for an inpatient examination. The court agreed with this argument and ordered an outpatient examination, rejecting the need for a two-month inpatient examination.
