People’s deputies plan to close information about real estate that helps to record corruption: AntAC

On March 27, deputies intend to consider in the first reading draft law No. 11533, which provides for limiting access to information about real estate objects. This document, initiated by Igor Fries, a representative of the “Servant of the People” faction, may complicate the work of journalists investigating corruption schemes. About this informs Anti-Corruption Center.

The draft law proposes to limit the openness of data regarding the exact location of real estate objects and cadastral numbers of land plots for the duration of martial law and for one year after its end.

The anti-corruption center warns that these changes will seriously complicate the process of exposing fraud in the real estate sector, in particular, corruption schemes.

“If the draft law is passed, in the corresponding column of the register, it will be possible to see only information about the country or the administrative center where the real estate is located. That is, if we are talking about an apartment in a city, then it will be possible to see it only if the apartment is located in Kyiv or Sevastopol, because only these cities are separate administrative units.

However, it will be unclear in which district this apartment is located. Thus, journalists will not be able to find out, for example, whether the official indicated the true price of his new apartment in the declaration. After all, the price of an apartment in the Pechersk district and on the outskirts of the city can vary several times”, – the Central Committee explained.

The Center also emphasizes that the changes will also affect ordinary citizens.

“If you suddenly decide to buy real estate, it will be surprisingly difficult to find out before buying whether it really belongs to the person who introduced himself to you as the owner.”, the message says.

If passed, the bill will make it easier for corrupt individuals to hide assets, and may also contribute to the growth of real estate fraud. The greatest risk will be ordinary citizens who invest the last or borrowed funds in the purchase of housing.
