Raising the retirement age in Ukraine: who will be affected by the new rules

Starting in 2025, the requirements for retirement at the age of 60 will be tightened in Ukraine. This decision was approved back in 2017. According to the new conditions, in order to receive a pension on time, next year it will be necessary to have at least 32 years of work experience (compared to 31 years in 2024). At the same time, the required length of service to retire at age 63 will also increase — from 21 to 22 years. About this informs publication “OBOZ.UA”.

For those who wish to retire at the age of 65, it will be enough to have only 15 years of work experience. It is important to note that Ukraine decided not to raise the retirement age, which allows Ukrainians to retire earlier than citizens of other European countries.

However, due to the shorter life expectancy, which is counted from the age of 60, Ukrainians receive pension payments for a limited time. According to OECD analysts for 2021, the average life expectancy of Ukrainians after reaching the age of 60 is approximately 10 years. Women live to be 74.4 years old on average, which is almost 10 years longer than men.

From 2019 to 2023, the percentage of people retiring before age 60 has decreased from 25% to 11%. At the same time, the share of those receiving a pension after the age of 60 increased from 0.5% to 14%. This is due to the increase in requirements for the necessary work experience.

We remind you that some pensioners can claim to receive a social pension instead of an age pension, although this option is not available to all categories of citizens.

Earlier, the Minister of Social Policy, Oksana Zholnovych, noted that the approach to calculating pensions may be changed in Ukraine. The new system can take into account two key criteria – the number of years worked and the amount of monthly contributions paid by a person.
