Schoolchildren without an ID card will not be allowed to the NMT-2025: the decision of the Ministry of Education and Science

Education remains one of the most important elements of social stability even in times of war. Education of children and adolescents, their socialization and the opportunity to continue acquiring knowledge is not only an individual right, but also a strategic task of the state. In the conditions of war, when many Ukrainian schoolchildren are forced to change their place of residence, face a shortage of textbooks, a lack of stable access to educational institutions, or even a physical threat, the need to adapt educational processes becomes even more obvious. At the same time, certain decisions of the Ministry of Education and Science of Ukraine do not always take these difficulties into account and may create additional obstacles for graduates.
Mandatory registration of an ID card for NMT-2025
One of these requirements is the mandatory issuance of an ID card for passing the national multi-subject test in 2025. It was reported Ministry of Education and Science, which emphasizes that the ID card is a mandatory document for registration at the NMT, and its processing takes at least 20 working days. Accordingly, students who do not take care of this in advance risk being denied the right to participate in testing.
Registration for the main testing session will run from March 6 to April 3, 2025. The main session will take place from May 14 to June 25, and the additional session will take place from July 14 to 25. During registration, entrants will have the opportunity to change the choice of subjects or the locality where they will take the test until April 8.
Society’s reaction
This issue causes a lot of concern among graduates and their parents, because in wartime, many children do not have the opportunity to get a document due to a change of residence, lack of access to public services, or other bureaucratic difficulties. At the same time, despite the clear time frame, the question arises as to how realistic it is to provide all graduates with the necessary documents in the conditions of martial law.
It is important to take into account that many children are abroad, some of them live in temporarily occupied territories or in regions where there is no access to state institutions. For such students, the possibility of obtaining an ID card is significantly complicated, and sometimes even impossible. The government should take these realities into account and consider alternative identification options for entrants, such as the use of a birth certificate or digital identity verification services.
State policy in the field of education must meet the real challenges faced by children and their families. The introduction of a requirement to obtain a passport without taking into account the current conditions may create barriers for a large number of schoolchildren and deprive them of the opportunity to pass the test, which is critically important for further admission to higher education institutions. Instead of additional bureaucratic restrictions, government bodies should provide adaptive mechanisms that will allow every Ukrainian graduate to realize their right to education.
