The Cabinet of Ministers has changed the procedure for destroying low-quality humanitarian aid.

The Cabinet of Ministers of Ukraine has made changes to the Procedure for export outside of Ukraine or destruction of low-quality and unfit for consumption goods (items) of humanitarian aid. About this reported press service of the Ministry of Social Policy.

The ministry notes that some of the humanitarian cargo that arrived in Ukraine after the start of the full-scale invasion of Russia has already lost its quality or has become unusable. This was the result of improper storage conditions, damage during transportation, expiry date or other circumstances.

The previous version of the order did not take into account the specifics related to the conditions of martial law, which made the procedure for the destruction of such goods extremely complicated or impossible at all.

According to the new changes, decisions on destruction are now made by local executive bodies — Kyiv city and regional state (military) administrations. The special commission that monitors the process of destruction of low-quality humanitarian aid additionally includes representatives of territorial bodies of the National Police, the State Tax Service and the State Production and Consumer Service.

The process of destruction will be carried out by enterprises that have a permit for waste management, and in the case of working with hazardous waste, an appropriate license. All actions must comply with the requirements of current legislation. After the procedure is completed, an act is drawn up in a new form (Appendix 2), which is signed by all parties. This document is then uploaded by the recipient to the Automated Humanitarian Assistance Registration System (ASG).

At the same time, the updated procedure does not apply to medicines, medical products and equipment received by organizations authorized by the Ministry of Health.
