The council allowed entrepreneurs to start operations on the basis of declarations until the end of the war

According to the law, the declaration submitted by the entrepreneur will have the same legal force as a license or permit. 

The Verkhovna Rada of Ukraine adopted the government bill No. 7331, which allows entrepreneurs to start operations based on declarations without obtaining licenses during martial law. About this informs Ministry of Economy of Ukraine.

The Ministry of Economy, as the developer of the draft law, emphasizes its importance for adapting business to the conditions of war and stimulating economic development. Since the beginning of the full-scale invasion, 58 permits, 13 licenses and about 500 other public services for businesses have already been transferred to the declarative principle.

The new law provides that the declaration submitted by the entrepreneur will have the same legal force as a permit or license and will be valid during martial law and until the end of the year in which it is revoked. After that, entrepreneurs will have to obtain appropriate permits or licenses from the licensing authorities.

The declaration can be submitted anywhere in the country, regardless of the place of business registration or residence of the entrepreneur. During martial law, it is not necessary to reissue previously obtained permit documents or make changes to declarations, even if the deadlines specified by law have passed.

However, the declarative principle does not apply to activities that may threaten national interests, critical infrastructure facilities, normal living conditions of the population, or environmental safety. The list of such activities will be determined by the Cabinet of Ministers.

The law also stops scheduled checks on the issue of permits for the duration of martial law. Mandatory reports and documents that were not submitted during martial law must be submitted by the end of the year after it is lifted.
