The Government of Ukraine is preparing for the introduction of full tax control, which will include the fiscalization of all individual entrepreneurs, supervision of the work of taxis and delivery services, as well as an active fight against the payment of wages in the shadows. “There are electronic platforms that provide certain services. For example, ordering a taxi, delivering food, finding contractors and various specialists. According to the current tax law, all such performers and contractors (taxi drivers, couriers, etc.) who are registered on these platforms must independently declare their income and pay taxes on them – 18% personal income tax and 5% military tax. Almost no one does this, and the DPS has the ability to control such payers taxes are extremely limited”Hetmantsev explained.
Key steps include giving tax authorities greater access to citizens’ bank accounts and abolishing the simplified tax system for representatives of large businesses. These actions are part of the government’s strategy to reduce informal employment and minimize tax losses.
“Unfortunately, the single tax from a mechanism to stimulate the development of small businesses has turned into a tax avoidance tool for large and medium-sized businesses. And this is unacceptable. Therefore, the elimination of this “black hole” will make it impossible for large and medium-sized companies to avoid paying taxes.” Hetmantsev emphasized.
According to him, the annual losses of the state budget due to payments “in envelopes” amount to about 150 billion hryvnias.
